Complete Guide: Required Documents for Car Sale/Purchase

Everything you need to know to buy or sell a car safely and legally in Romania.

Sales Contract

This is the primary document proving the transfer of ownership. It must be completed in 5 copies original.

One copy remains with the seller
One copy is retained by the seller's local tax authority (City Hall)
Three copies are given to the buyer (one for their records, one for their local tax authority, and one for the vehicle registration authority/police)

Fiscal Certificate

The seller must obtain a fiscal visa (stamp) from their Local Tax and Duties Directorate.

Endorsing the Vehicle Registration Certificate (Talon)

The seller must write the following on the back of the Vehicle Registration Certificate: "Alienated to [Buyer's Name] on [Date]" and sign.

Vehicle Registration (Buyer)

After you have the complete file from the seller, follow your steps:

Tax Registration (City Hall): Visit your Local Tax and Duties Directorate to register the vehicle for tax purposes.
RCA Insurance: Get an RCA insurance in your name, for registration purposes.
DRPCIV (Police): Submit the complete file for registration (Registration Certificate, Vehicle Identity Card, Contract, Insurance, License Plates, etc.).
